Weekend Quick Cryptic 5 - by Phil Jordan

We thought "arctic"

Hi Paul,
DeleteYes I had a similar thought when I test solved this for Phil, but he pointed out that it's 'Arctic ocean', not sea and 'Baltic sea'. Some of it freezes over every winter and since 1720 it has frozen over completely 20 times - hence the reference to bitterly cold in the clue.
